Why Basant NOC is Required?

Under the direct orders of Commissioner Lahore Maryam Khan and DC Syed Musa Raza, the 2026 Basant NOC for the rooftop is now mandatory.

A basant NOC is mandatory for any gathering exceeding 30 people or for any commercial/high-value rooftop events. The government is using drones and survelience equipments to monitor crowds, so if your rooftop is buzzing with guests but missing a permit, you’re essentially inviting a raid.

Who needs an NOC for Basant?

  • Private Parties: Any gathering of 30 or more people on a residential roof.
  • Commercial Rooftops: All hotels, plazas, and rented rooftops in the Walled City (Mochi, Bhaati, etc.) must have a permit.
  • High-Value Events: Any event involving music, catering, or brand sponsorship.

How to Apply for Basant NOC:

  • Visit the Portal: Go to the official site ebiz.punjab.gov.pk/business/807/external/land
  • Upload Documents: You need a clear photo of your CNIC (front/back), a Photo of your Rooftop, and Ownership/Rental Proof.
  • GPS Mapping: Use the portal's Google Maps integration to mark your exact rooftop location for drone monitoring.
  • Download PDF: Once approved, your QR-Coded NOC will be available for download.
